Legal Basis


The Croatian Parliament passed the Act on Employment Mediation and Unemployment Entitlements (Official Gazette No. 16/17) at its session held on 21 February 2017, and it entered into force on 2 March 2017.

The Act is harmonized with the European Union directives and the normative preconditions for the direct application of the EU regulations in the field of labour market access and coordination of social security systems were created. Under this Act, citizens of the European Economic Area member countries are equal in their entitlements and obligations to Croatian citizens; this provision entered into force on the date of Croatia’s accession to the European Union.

The most important changes in the Act refer to: enabling other legal and natural persons to provide mediation abroad services, a different way of keeping the registers of the Hrvatski zavod za zaposljavanje (HZZ), a more precise definition of an unemployed person, increasing responsibilities and obligations of the unemployed with regard to engaging in training activities, as well as to refusing a job, an obligation of submitting the vacancy registration form to the HZZ if there is a legally prescribed obligation of filling in a job vacancy through a public tender, the equalization of access to entitlements for workers engaged in full and part-time employment, a different way of determining the amount and duration of unemployment benefits (UB), as well as the suspension and termination of entitlement to unemployment benefits.
